Report summary
Israel plans to launch a bid round for 24 offshore blocks in November. The bid round will be its first in what has proven to be a prolific basin, yielding 36 tcf of dry gas since the discovery of Tamar in 2009. It ends a moratorium on awarding new acreage in place since 2011 whilst the government reviewed laws and regulations following the discovery of the 22 tcf Leviathan gas field. Israel has enacted many fiscal and regulatory changes in recent years leading to instability and delaying the development of the giant Leviathan gas field. The biggest impediment however is likely to be the lack of an obvious market for any gas discovered.
