Report summary
Record contracting momentum in 2022 has laid the foundations for significant volumes of new North American LNG supply to take a final investment decision (FID) over the next two years. So far in 2023, Port Arthur LNG and Plaquemines LNG Phase 2 have already been sanctioned, adding 20 mmtpa of new capacity. Several other projects have reached (or are approaching) the contracted offtake thresholds required for raising debt. These projects are fully permitted and have signed or are negotiating EPC contracts. As such, a wave of new FIDs could soon increase capacity even further. While the outlook for North American LNG is highly positive, the situation is not without risks. Capital costs are rising, while the fees which customers pay for long-term agreements have been kept low, meaning developer returns have been squeezed.
