David Barrowman

With more than 30 years of energy industry experience, David leads our upstream fiscal service. During his career, he has led teams providing valuations of upstream assets in M&A transactions and tax valuations; and advised IOCs, NOCs, governments and industry associations on fair market valuations and strategy development. 

David’s government work spans Indonesia, Newfoundland and Labrador and Colombia.  He has also worked with the main industry associations in the United States, Canada, Norway and the United Kingdom, providing fiscal support for discussion with governments and led the creation of our two landmark fiscal multi-client studies.
